How do ceiling and roof insulation rebates work?

Around 60% of homes in Victoria are under-insulated or not insulated at all. That’s a big problem in a state with hot summers and cold winters—where heating and cooling account for a major share of household power bills.

Insulation acts like a thermal barrier, helping to keep the heat out in summer and the warmth in during winter. Without it, your home bleeds energy, meaning your reverse cycle systems have to work much harder (and cost you more) to keep temperatures comfortable. Whether you own or rent, insulation is a proven, low-maintenance upgrade that pays for itself in savings.

Who’s eligible for the insulation rebate?

The Victorian government will prioritise homes with no insulation at all—estimated to be around 200,000 properties across the state. Once those households are serviced, the rebate will be extended to under-insulated homes. Eligibility checks will be handled under the VEU framework, with installations coordinated through accredited providers.

As with all VEU-supported upgrades, safety and quality are paramount. The government has committed to strict oversight, learning from past mistakes to ensure insulation work is done properly and professionally.
